General requirements to apply for a building permit

Unlike the permit, these routes allow work to begin without waiting for an express resolution from the municipality, under the responsibility of the declarant that it complies with applicable regulations.
The risk of the responsibility statement is assuming it as a procedure with no consequences: if the municipality later verifies that the work did not meet the requirements for that route, it can require stoppage and processing of the corresponding permit, in addition to the corresponding penalty.
Types of permits according to work scope
Urban planning legislation generally distinguishes between major construction permit (for interventions affecting the structure, change of use or expansion of built area, which require complete technical design) and minor construction permit (for smaller renovations, which can be processed without complete technical design in most municipalities).
Some municipalities add intermediate categories in their own ordinance, for example, for works affecting facades on listed buildings or in historic centers, where heritage requirements apply that do not apply to the rest of the municipality.
Consequences of not meeting permit requirements
Executing a work without the corresponding permit or responsibility statement can result in work stoppage order, disciplinary proceedings, and in the most serious cases, obligation to restore the previous condition of the property at the cost of the developer. Additionally, work without the corresponding legal backing can later complicate obtaining the first occupancy permit or registering the renovation carried out.
